What if the most effective way to combat the black market was simply to provide a better alternative?

One year into Switzerland's largest regulated cannabis study, the verdict is clear: legal access works.

In Zurich, over 3'000 people have enrolled in an innovative pilot scheme that allows them to purchase cannabis safely and legally from selected pharmacies and specialist shops. What are the early results? More than 90% have shifted away from illegal sources. The black market is under pressure, not because of police enforcement, but because people are choosing to trust in quality and dignity.

This is what happens when public health takes the lead.

Early success from the pilot programme

Launched in 2023, the Zurich study is the largest of its kind in Switzerland. After one year, its key findings are as follows:

  • 90% of participants now buy their cannabis legally through the programme.
  • Only half of them report ever sourcing from the black market again.
  • Access to regulated products, professional advice and a de-stigmatised experience are transforming consumption habits.
  • Many participants now choose low-THC options, which are rarely available on the black market.
  • Edibles such as THC-infused gummies and pralines are becoming more popular, helping users to smoke less — especially those with heart or lung conditions.

In total, nearly 37 kg of THC cannabis was sold during the first year. The most popular products were: Dried flowers, hash, gummies, and chocolates.

This study represents more than just an experiment; it reflects a cultural shift.

'These people are your sons, your daughters, your grandmothers,' said Paul-Lukas Good, head of Swiss Cannabis Research.

The participants are ordinary citizens who are well-informed and engaged. They see legalisation as a responsibility, not a risk. The ability to choose safer products, access professional advice and reduce the harms associated with smoking represents a significant public health victory.
